When a player rolls a natural 1, they draw from the Fate Deck. The cards in the deck range from -3 to +3. The player can spend points to gain bonuses to reroll saving throws, attacks, etc. The DM can spend negitive points to allow monsters to reroll attacks, force players to reroll attack, etc. The DM can take out positive, or negitive cards depending on whether fate favors the players.

But the Troll's Trove provides a welcome bit of rest and relaxation to your band of road-weary adventurers. It seems that the Troll's Trove has rats in it's cellar and these rats are stealing things all over town. What is really odd is that they are leaving behind small jade rat statues.
